IJERPH, Vol. 9, Pages 1507-1522: Estimation of the Relative Severity of Floods in Small Ungauged Catchments for Preliminary Observations on Flash Flood Preparedness: A Case Study in Korea

An increase in the occurrence of sudden local flooding of great volume and short duration has caused significant danger and loss of life and property in Korea as well as many other parts of the World. Since such floods usually accompanied by rapid runoff and debris flow rise quite quickly with little or no advance warning to prevent flood damage, this study presents a new flash flood indexing methodology to promptly provide preliminary observations regarding emergency preparedness and response to flash flood disasters in small ungauged catchments. Flood runoff hydrographs are generated from a rainfall-runoff model for the annual maximum rainfall series of long-term observed data in the two selected small ungauged catchments. The relative flood severity factors quantifying characteristics of flood runoff hydrographs are standardized by the highest recorded maximum value, and then averaged to obtain the flash flood index only for flash flood events in each study catchment. It is expected that the regression equations between the proposed flash flood index and rainfall characteristics can provide the basis database of the preliminary information for forecasting the local flood severity in order to facilitate flash flood preparedness in small ungauged catchments.

Biomass production for energy purposes on agricultural land competes with food production. This is a serious problem, considering the limited availability of farmland, rising demand for varied food products, demand for more organic crop production resulting in considerably reduced yields per area and the need for more environmentally sound agricultural practices meeting long-term sustainability criteria. Residual land currently not used for agricultural production has been considered a promising resource, but in terms of potentials, difficult to estimate for biomass for use in the energy sector. Biomass potentials associated with "green waste" from residual grasslands were assessed for Schwäbisch Hall County in the Federal State of Baden-Württemberg, Germany. Roadside edges, conservation grasslands subject to low intensity use (landscape maintenance sites), riparian stretches along ditches and streams, and municipal green spaces (public lawns, parks and sports fields) were the area types considered. Data for biomass and biogas yields were either determined through a sampling program or obtained from the literature and through interviews with experts. In an iterative process and distinguishing between theoretical, technical and realized (economic) potentials, unsuitable areas and fractions were subtracted from the theoretical potentials. Theoretical potentials for Schwäbisch Hall County were originally estimated at 21 million m3 of biogas. The results of the investigation suggest that a very high percentage of the theoretical residual biomass potential cannot be accessed due to various technical, legal, ecological or management (economic) constraints. In fact, in the end, only municipal lawns and green spaces were found to provide suitable substrates. Current use of residual biomass in the model communities did not exceed 0.4% of the theoretical potentials. Provided all residual biomass available under current management practices could be accessed, this would amount to 6.1% of the theoretical maximum potentials.

There is very little elaboration in literature of the phrase "equitable access to sustainable development" that is referenced in the Cancun Agreement on climate change. We interpret this at a minimum as people's right to a decent living standard, which gives rise to claims by countries to an exemption from mitigation for the energy and emissions needed to provide a decent life to all. We elaborate a conceptual framework for a comprehensive quantification of such an energy requirement, including the energy required to build out infrastructure to support these living standards. We interpret decent living as the consumption by households of a set of basic goods including adequate nutrition, shelter, health care, education, transport, refrigeration, television and mobile phones. We develop universal indicators for these activities and their infrastructure requirements, and specify a methodology to convert these to energy requirements using energy input-output analysis. Our main recommendations include estimating bottom-up, country-specific energy and emissions requirements, incorporating a minimum for methane emissions, and using international benchmarks at the sector level to encourage the reduction of countries' energy and emissions intensity.

Persona 4 Arena haunts consoles this August in Japan

The Xbox 360 and PS3 version will include a story mode with new exclusive scenarios.

 

Atlus has revealed the release date of the upcoming port of Persona 4 Arena, the 2D fighting game developed by Arc System Works, and based on the Persona 4 universe. According to the recent issue of Famitsu (via Andriasang), the Xbox 360 and PS3 version of the title will be out on August 2 in Japan.

The home version of the game will feature a brand new story mode, much like the past BlazBlue series console ports. Here, players will start off with a selection of four characters, with the rest of the play roster unlockable as the story progresses forward.

The narrative will take place two years after the events of Persona 4. Atlus also mentioned that the mode will feature new story scenarios not available in the arcade version, which has been out in Japan since March.

In addition, gamers who pre-order the title will get a Persona 4 Arena soundtrack CD as an incentive. There is no word on whether the game will be out in the same month outside of Japan. For more information on Persona 4 Arena, visit GameSpot's gamespace on the title.

Nino Kuni sequel possible if PS3 version succeeds overseas – Level-5 CEO

Level-5 is confident about localised version's success; the DS version has been canned halfway, due to logistics issue.

 

Gamers wishing to see a sequel to the Studio Ghibli and Level-5 RPG collaboration Ni no Kuni (out on PS3 in Japan last year) would do well to buy the international copy of the PS3 version.

According to an interview with Level-5 CEO Akihiro Hino on Famitsu, the studio would love to continue the Ni no Kuni series if overseas sales for the title are strong.

Hino also expressed his confidence that the game will succeed, citing PS2 title Dark Cloud's 1 million worldwide sales on its international release. He also stated that Dark Chronicle and the Layton series did better outside of Japan.

When asked about the DS version of Ni no Kuni, Level-5 said that it gave up on localising the title, because it would be difficult selling the game with its physical Magic Master book, as well as translating the book itself. Hino also mentioned that the reason why the game is taking a long time to be localised is because the game has over 1 million words to translate, and he wishes to be methodical in ensuring a proper translation.

Namco Bandai will be releasing the international version of Ni no Kuni in the first quarter of 2013. For more on Ni no Kuni for the PS3, check out GameSpot's video coverage.

Tekken producer says franchise will steer clear of paid DLC characters

Katsuhiro Harada has told Edge Magazine that his games will never offer paid-for character downloads; he revealed that Namco would not place DLC characters on the Tekken X Street Fighter disc.

Tekken producer Katsuhiro Harada will reportedly never charge consumers for character DLC in any of his games.

Speaking to Edge, Harada referenced the recent decision by Capcom to ship Street Fighter X Tekken with on-disc DLC: 12 downloadable characters that the publishers plan to start selling to consumers "soon after" the PS Vita version launch, which is currently scheduled for this spring.

Harada confirmed to Edge that Namco would not be doing the same with its own crossover title, Tekken X Street Fighter.

"Tekken has never had DLC before and charged for it," Harada told Edge during Namco's Global Gamer Day in Las Vegas last week. "This isn't really directed at Capcom. I have always said this, but I see the characters and their move sets as chess pieces--they are essential items necessary in the game, and we would never sell any of those individually."

"It's Capcom's business decision, obviously, but I expect the reason they did that was if one player bought a character that another player didn't have, they would not be able to play against each other online."

When it revealed its decision to include on-disc DLC on Street Fighter X Tekken, Capcom said the move was made to save hard drive space, and to ensure a smooth transition when the DLC becomes available. However, not everyone saw it that way--last month, hackers managed to unlock the Street Fighter X Tekken DLC fighters, prompting producer Tomoaki Ayano to express his disappointment at the situation.

In his interview with Edge, Harada did not rule out paid DLC in the Tekken series for things like vanity items, but reiterated that players should never be made to pay for characters.

Sony unveils new Vita apps

The publisher has announced three new free applications for its handheld console to be released starting April 18.

Sony has announced three new free applications for its PlayStation Vita console. The apps will be released separately over the coming months, beginning with the release of Paint Park on April 18.

Announced on the official PlayStation blog, the three apps will make use of the console's features in different ways.

Paint Park is a painting app that will allow users to turn the console's touchscreen into a sketch pad to make and share drawings with virtual markers and an on-screen colour palette. Users can also use the console's cameras to take pictures and edit them in Paint Park. The app supports up to five players via the ad hoc mode.

Treasure Park will allow users to create their own puzzles, share them with friends, and use the console's "near" application and 3G capabilities to find puzzles located nearby.

The last app, Wake-up Club, turns the Vita console into an alarm clock that can sync up with other Vita users who set their alarm at the same time.

Paint Park will be released on April 18.

SWTOR character transfers now available for APAC region

Players of the Star Wars MMO in Asia-Pacific territories can transfer their characters to a locally hosted server free of charge until April 24.

 

EA is giving Star Wars: The Old Republic players in Asia-Pacific territories the chance to transfer their characters to a locally hosted server for free from now until April 24.

To qualify for the offer, players in Australia, New Zealand, Hong Kong, and Singapore must have purchased BioWare's Star Wars MMO, redeemed a Game Product Registration Code, and have entered valid billing information or a Pre-Paid Game Time Card prior to Tuesday, February 28 at 5:01 p.m. EDT/7:01 p.m. NZDT/2:01 p.m. HKT/2:01 p.m. SGT.

Only characters created before this time will qualify for the free transfers. Players can check to see whether they qualify by checking the "My Account" screen on StarWarsTheOldRepublic.com and clicking the "Asia Pacific Transfers" link on the right-side menu.

Players who qualify can request character transfers to an Asia-Pacific server by filling out and submitting the information on the Asia-Pacific Transfers page on the site. Players will have until Tuesday, April 24 at 2:01 p.m. EDT/4:01 p.m. NZST/12:01 p.m. HKT/12:01 p.m. SGT to place their requests.

According to EA, character transfers will begin processing on the same day, and may take up to seven days to complete. Once a player's character has been transferred to an Asia-Pacific server, they will receive a notification email linked to their SWTOR account.

A systematic review was conducted to assess what is known about the effect of low glycaemic index (GI) diets on glycaemic control, weight and quality of life in youth with cystic fibrosis (CF). Eligibility criteria were systematic reviews, randomised and non-randomised trials of low GI dietary interventions in CF. Outcomes examined were glycaemic control, quality of life, anthropometry and respiratory function. Reference lists were manually searched and experts in the field were consulted. Four studies met the eligibility criteria; two were excluded because they did not include data on any of the outcomes. The remaining two were studies that examined GI secondary to any other intervention: one used GI as a factor in enteral feeds and the other incorporated low GI dietary education into its treatment methodology. There is insufficient evidence to recommend use of low GI diets in CF. Since there is evidence to support use of low GI diets in type 1, type 2 and gestational diabetes, low GI diets should be tested as an intervention for CF. The potential risks and benefits of a low GI diet in CF are discussed.

This study investigated the potential of micro-sensors for use in the identification of the main movement patterns used in cross-country skiing. Data were collected from four elite international and four Australian athletes in Europe and in Australia using a MinimaxXTM unit containing accelerometer, gyroscope and GPS sensors. Athletes performed four skating techniques and three classical techniques on snow at moderate velocity. Data from a single micro-sensor unit positioned in the centre of the upper back was sufficient to visually identify cyclical movement patterns for each technique. The general patterns for each technique were identified clearly across all athletes while at the same time distinctive characteristics for individual athletes were observed. Differences in speed, snow condition and gradient of terrain were not controlled in this study and these factors could have an effect on the data patterns. Development of algorithms to process the micro-sensor data into kinematic measurements would provide coaches and scientists with a valuable performance analysis tool. Further research is needed to develop such algorithms and to determine whether the patterns are consistent across a range of different speeds, snow conditions and terrain, and for skiers of differing ability.

Sensors, Vol. 12, Pages 5028-5046: Penalty Dynamic Programming Algorithm for Dim Targets Detection in Sensor Systems

In order to detect and track multiple maneuvering dim targets in sensor systems, an improved dynamic programming track-before-detect algorithm (DP-TBD) called penalty DP-TBD (PDP-TBD) is proposed. The performances of tracking techniques are used as a feedback to the detection part. The feedback is constructed by a penalty term in the merit function, and the penalty term is a function of the possible target state estimation, which can be obtained by the tracking methods. With this feedback, the algorithm combines traditional tracking techniques with DP-TBD and it can be applied to simultaneously detect and track maneuvering dim targets. Meanwhile, a reasonable constraint that a sensor measurement can originate from one target or clutter is proposed to minimize track separation. Thus, the algorithm can be used in the multi-target situation with unknown target numbers. The efficiency and advantages of PDP-TBD compared with two existing methods are demonstrated by several simulations.
